Issue Overview

Adult Day Health

Full Life Care operates the only Adult Day Health Center in Snohomish County, providing essential services for over 100 seniors who require skilled nursing-level care. However, the current disparity in reimbursement rates between Snohomish County and King County threatens the center’s continued operation. The reimbursement rate in King County is $117.86 per client, while in Snohomish County, it is only $110.15 per client. This discrepancy is placing an undue financial strain on Full Life Care and will lead to the closure of the center, leaving seniors in Snohomish County with fewer options for care. The cost of equalizing the rate differential is $150,924 in state dollars matched by $150,924 in federal dollars for the biennia.

Since 2018, 38% of Adult Day Health Centers have closed. An additional 10% rate increase for all Adult Day Health Centers in the 2025-2027 biennial budget will stabilize this program. This would cost $962,000 in state dollars which would be matched by $962,000 in federal dollars.

Health Home

The Health Home care coordination program is in jeopardy. While the Senate budget provides ongoing funding, the House budget proposes to eliminate the program entirely.

Health Home has been a resounding success. Care coordinators meet face to face to help people with chronic illness and complex medical needs to get their health under better control. Health Homes improves clients’ lives. Health Home reduces state costs, including reducing emergency room visits 20%, reducing hospital admissions 37%, & reducing long-term nursing home use by 15%.

Community Choice Guides

Full Life Care is the largest Community Choice Guide provider in King County and is at risk of closure.  This vital program works with adults, many of whom are seniors, to avoid eviction and help them remain living independently.  This statewide program has not seen a vendor rate increase since 2008, except for King County which received an increase in 2018. This increase would cost the state $1.28 million for the biennium.  Every 90 days Community Choice Guides saves the state $1.3 million.
